Troy graduated from Monash University with a Bachelor of Computing in 1998 and from the University of Western Sydney with a Bachelor of Laws with Honours class I in 2004, winning five prizes for best performance in a law subject and the prize for best performance overall in first year law. He has a prior career in information technology, working as a software developer from 1988, and serving as Chief Technical Officer of Australian software company CorVu from 1993 until 2008.
